
Jacques Brind'Amour, President of the Board of FADQDI and Chief Executive Officer of FADQ
Economist Jacques Brind'Amour has held a number of management positions, particularly in international cooperation and trade, industrial policy development, science and technology, public safety, insurance and highway safety in several Québec government departments and agencies, including the Ministère des Affaires internationales, the Ministère du Commerce extérieur et du Développement technologique and the Ministère de l'Industrie, du Commerce, de la Science et de la Technologie. In this department, he acted successively as assistant deputy minister of Technology, Policies and Economic Analysis (1991-1994), assistant deputy minister of Science, Technology, Policies and Economic Analysis (1994-1996) and as deputy minister (1996-1998). From November 1998 to February 2002, he was deputy minister of Public Safety. From February 2002 to January 2005, he was chairman of the board and CEO of the Société de l'assurance automobile du Québec.
On December 21, 2004, M. Brind'Amour was appointed chief executive officer and member of the board of directors of La Financière agricole du Québec.
In recent years, Mr. Brind'Amour has sat on the boards of the Société générale de financement (SGF) and the Société des alcools du Québec (SAQ), where he also chaired the audit committee. He has also been on the boards of venture companies as well as of business development research centres and institutes such as Innovatech, the Conseil de la science et de la technologie, the Centre de recherche informatique de Montréal, the Institut de recherche en PME and the Société québécoise de développement de la main-d'oeuvre.
As deputy minister for Public Safety, Mr. Brind'Amour represented the Government of Québec on the Advisory and Policy Committee (APC) of the International Centre for the Prevention of Crime (ICPC). He was also president of the Red Cross fundraising campaign in the public and parapublic sectors.
At the Société de l'assurance automobile du Québec, Mr. Brind'Amour was chairman of the board of the Fondation Marie-Robert for head trauma research. He also agreed to act as honorary president of Opération Nez rouge in 2003.
Mr. Brind'Amour took up his position with La Financière agricole du Québec on January 24, 2005. He is currently chairman of the board of Capital Financière agricole inc., the venture capital branch of La Financière agricole. Mr. Brind'Amour also chairs the board of directors of the Centre d'études sur les coûts de production en agriculture (CECPA) and, since November 2007, has been chairman of the board of Financière agricole du Québec - Développement international (FADQDI). He is also a member and a vice-president of the International Confederation for Agricultural Credit (CICA), and in 2006-2007, was president of the Association des économistes québécois (ASDEQ).
Serge Paré, Trustee and Chief Executive Officer, FADQDI
Serge Paré is an education graduate. He is a specialist in international affairs and economic issues. He has worked in several public departments and agencies. He has represented the Québec government abroad, notably in Latin America. He has directed several trade missions to promote the products and services of Québec companies. He was responsible for the design and implementation of Québec's Action Plan in the framework of the North American Free Trade Agreement (NAFTA).
Marc Ferland, Vice-president of the Board of FADQDI
Marc Ferland holds a degree in economics. He has worked in the fields of industry, trade and science and technology. While working for the Quebec Department of Industry and Commerce he was in charge of industrial and commercial policies and then was assigned to the implementation of Quebec's industrial strategy, called "industrial clusters." From 1996, he was successively Director of Economic Services for Quebec's General Delegation in London and chargé d'affaires for Quebec. From September 2000, he was Assistant Deputy Minister in charge of technological development at the Department of Research, Science and Technology. From 2003 he held positions as an Assistant Deputy Minister at the market development branch, at the planning and policy branch and then at the export and investment promotion branch for the Department of Regional Economic Development and Research. From August 2005 to January 2008 he has been vice-president of insurance and income protection at La Financière agricole du Québec. As vice-president, Marc Ferland is a member of the board of directors of La Financière agricole du Québec - Développement international.
Alfred Marquis, Member of the Board, FADQDI
Dr. Marquis studied rural engineering and agronomy. He has published numerous articles on agricultural activities (production, management, environment, agri-food, etc.). He has also given many conferences and taken part in forums and commissions, including the commission on sustainable development in the Québec hog industry. Dr. Marquis has worked in the public and private sector in Québec and abroad. Alfred Marquis was an assistant professor at McGill University, and also taught at the National University of Rwanda. He went on to work for the Canadian International Development Agency on many projects in particular in Mali, Rwanda, Haiti and Senegal. He has carried out several international mandates for Groupe conseil Roche ltée in Honduras, Ecuador, Colombia and Morocco and was named president of Roche International in 1982. Formerly professor, director, and dean of the Faculty of Agricultural and Food Sciences at Laval University, Dr. Marquis is now a retired professor of this institution. He is also a member of Financière agricole du Québec - Développement international board of directors.
Gaston Grenier, Member of the Board, FADQDI
Mr. Gaston Grenier has more than 35 years of experience in strategic planning and economic development in Africa, in Latin America and in Québec. He steered several projects in the forest, agri-food and tourism domains. Mr. Grenier worked during more than 25 years within the Canadian International Development Agency. Within the Agency, he oversaw the realization of several projects in rural development in Western and Central Africa and in Central America. He served the Agency more than 10 years in Ivory Coast, Costa Rica, Honduras, Guatemala and Salvador. Mr. Grenier is always active within the board of directors of the Center of the rice for Africa. He is also an agricultural and forest producer in Outaouais. He is retired member of the Ordre des agronomes du Québec and of the Ordre des ingénieurs du Québec. He is a member of the board of Financière agricole du Québec - Développement international.
